There are a couple of things that could be keeping the "Scramble Selected" option from being available:

* The questions you want to scramble need to be selected properly, best done by clicking on the question number. If the question text is selected for editing, or if individual answers are selected, scrambling won't be available.
* The focus needs to be on the test, not the testbank library. On Windows, this means the selected questions are highlighted in black rather than outlined in black; on Mac, this means they're highlighted in color rather than light grey.
